If a physical therapist (PT) or occupational therapist (OT) gets a referral for a physical capacity evaluation (PCE) or work capacity evaluation (WCE) from the treating physician, the PT or OT does not need to be on the director's list of authorized providers.
 
If the referral comes from the insurer, the insurer must use the director's list to select the health care provider to conduct the PCE or WCE, unless the exam is at the request or direction of the treating physician. There are a few other exceptions in OAR 436-010-0265(5). If the insurer initiates the PCE or WCE, it's considered an IME for purposes of counting the number of IMEs. Insurers are limited in the number of IMEs they may compel the worker to attend under ORS 656.325 and OAR 436-010-0265.
 
To be on the director's list, you need to complete the 3 hour training requirement in OAR 436-010-00265. There are some options for obtaining the training.
